Sorry but no. He wants to build a museum dedicated to the special affects industry, a business. His property is zoned residential and the neighbors and city officials won't allow him to rezone due to concerns of traffic and undesirable people coming to the area. So in order to spite these people, Lucas proposed low income housing which would be allowed under current zoning. He doesn't want to help people so much as he's using the project to threaten his neighbors.
He was also turned down for a permit to build the museum in Detroit. But only because he wouldn't agree to the city's extortion demands of a large percentage of the profits.

Happiness and mental health don't pay the bills. You want happiness and good mental health? Learn to provide a comfortable stable living for yourself. The best way to do that is education and skill development. I'm sorry but if you think life as a kid sucks wait until you're busting your ass to make a living for your family only to have your 16 year old say they hate you because you won't let them go to a rave on a school night.

Once again that's a stupid analogy. Try this. Let's imagine 20 people live in a house. 5 of them take everything they have and start businesses at their own risk. 3 of those struggle to keep their businesses afloat and 2 become successful enough to hire 10 Roommates. Those 10 get up and work to make enough money to pay their share of the household bills.
That leaves 5 roommates that don't work or have a business of their own. 1 is too young, 1 is too old and 1 is medically unable to work. So what are the other 2 doing? Demanding pizza and insisting that the other 15 people pay for it. And that's how the Senate works.
It's not about what to get on the pizza, it's about who will pay for it and who will actually get to eat the pizza when it arrives.
